Les utilisations intermédiaires des espaces vacants dans les villes en décroissance : transferts et transférabilité entre l'Allemagne et la France

Abstract : In France, city shrinkage is an issue which is often recognized with difficulty at the national level. This process is always analyzed as a temporary dysfunctional process which will be eventually selfregulated. Although shrinkage constitutes a serious problem for cities such as Le Havre, it is not specifically addressed, neither by urban planning nor by Public Financial Management. Yet, political science theories show that existing tools and means influence both the way questions are raised and their possible answers. Urban planning and finance tools in France are largely oriented towards city construction and growth, preventing urban spaces from remaining vacant. This dissertation shows that this way of thinking and planning the city ultimately leads to a higher specialization of the real estate market and to increased vacancy rates, particularly in residential areas. On the other hand, Germany is a pioneer in Shrinking Cities' research and practices. This dissertation firstly analyzes German strategies for vacant spaces and land development in East German Shrinking Cities. The cases of Berlin, Leipzig and Halle allow us to study Zwischennutzungen (ZN) that is to say, "interim" or "temporary uses". These are today considered and regulated as a planning tool, whose aim is urban restructuring. Secondly, we show the limits of a “German model” which is, despite its unquestionable innovations, still anchored in the growth paradigm. Finally, we question the direct transfer of urban models for shrinking cities by analyzing the different discourses of institutional actors, researchers and also the founders of ZN. The German experience raises new questions when it is transposed or adapted to the context of Le Havre. It even allows us to envisage possible land policy transformations. The last part of the dissertation devotes itself to the study of possible hybridizations between German urban policies and Le Havre’s urban dynamics through the study of this city’s southern districts.
